It could be that the timezones for your Adwords account and ClickCease account are not aligned properly.
You can find the option to change the timezone under "Settings" and then "Manage account".
The second reason could be that the campaigns' list that you have on your Adwords account is not refreshed on your ClickCease account.
Make sure that after every addition or substraction of a campaign, you refresh the campaigns list.
In order to reach the campaigns' list please head to your ClickCease dashboard and go into "Settings" and then the "Manage auto ip blocking" interface.
